1. Enhance the image and recognition of the non-state higher education sector:
• Establish a strong brand and communicate the brand attributes consistently.
• Establish excellent working relations with the Ministry of Education/Higher Education, University Grants Commission, other relevant ministries and governmental bodies, and the state sector universities/higher education institutes.
• Secure representation in the relevant government bodies/agencies.
• Contribute to national policy development relating to higher education.
• Act as a powerful lobby group to influence government decision and action towards appropriate development of higher education.
• Lobby the government to grant university status to eligible non-state higher education institutes.
• Improve access to higher education in the non-state sector by offering scholarships and discounts.
• Create public awareness of the significant and increasing contribution that the non-state higher education sector makes towards expansion and improvement of the Sri Lankan higher education system.
• Contribute towards the achievement of Sustainable Development Goals. -
2. Promote the expansion of the non-state higher education sector:
• Facilitate expansion of the existing reputable non-state higher education institutes.
• Facilitate entry of new quality providers of higher education into the sector.
• Encourage adoption of technology to increase capacity.
• Promote transnational education (TNE) provision in the country in partnership with reputable overseas universities.
• Support establishment of offshore campuses of reputable overseas universities.
• Promote collaboration within the non-state higher education sector while fostering healthy competition. -
3. Improve quality and standards of higher education provision in the non-state higher education sector:
• Foster a quality culture in the non-state higher education sector.
• Establish an independent quality assurance and accreditation mechanism for the non-state higher education sector.
• Facilitate training and development of higher educational personnel in the non-state sector on continuous improvement of quality and standards.
• Encourage adoption of technology to improve quality and standards.
• Encourage non-state higher education institutions to obtain membership of reputable international quality assurance and accreditation agencies. -
4. Help develop Sri Lanka as an attractive destination for higher education and attract increasing numbers of foreign students to study in the non-state higher education sector:
• Help increase the capacity and attractiveness of the Sri Lankan higher education for foreign students.
• Work with relevant government agencies to brand Sri Lanka as an attractive destination for higher education.
• Help establish a robust ‘Study Sri Lanka’ web portal.
• Collaborate with relevant government agencies to market and promote Sri Lankan higher education opportunities in target countries.
• Work with relevant government agencies to facilitate student arrival and acclimatization in the country.
• Help develop a framework to safeguard foreign students’ safety, security, and interests. -
5. Enhance the research profile and research output of non-state higher education institutions:
• Foster a research culture in the non-state higher education sector.
• Promote research through training and development of research personnel in the non-state higher education sector.
• Promote collaborative research with state universities and research institutions.
• Create forums for presentation, discussion, and dissemination of research outcomes. -
6. Promote internationalization of the non-state higher education sector:
• Facilitate collaborative academic program development and delivery with reputable overseas universities.
• Facilitate collaborative research with reputable overseas universities.
• Attract foreign students, foreign faculty, and overseas funding into the non-state higher education sector.
• Promote staff and student exchanges with reputable overseas universities.
• Promote development and delivery of curricula that are globally relevant. -
7. Enhance the capacity and operational effectiveness of SLANSHIE towards the achievement of its vision, mission, and goals:
• Establish a proper secretariat for SLANSHIE with office space, and appropriate physical and human resources.
• Improve financial strength of SLANSHEI.
• Increase the membership strength by attracting reputable non-state higher education institutes to join SLANSHEI.
• Enhance engagement and contribution of the membership towards the achievement of SLANSHIE vision, mission, and goals.
